And the Patent Act, in US, Europe, Germany, Taiwan, or any other jurisdictions, is of highly abstract legal concept by its nature. It's always challenging to efficiently and preciously try a patent case. We have the honor to invite Honorable Presiding Judge, District Court in Munich/ Judge, Local Division of Unified Patent Court (UPC) in Munich, to come to Taiwan and share with us his experience in trying patent cases in the Unified Patent Court. We are also very much pleased to have experts from German leading law firms Finnegan and Hogan Lovells Cadwalader to share their observation on the Development of EU Unified Patent Litigation to the Global Patent Portfolio Strategies for the Industry. Recent Developments in European Patent and Enforcement of Patent Right before UPC Roundtable Discussion: From the Development of EU Unified Patent Litigation to the Global Patent Portfolio Strategies for the Industry and the Jurisdiction of Specialized Patent Courts 2026 TIPA International Symposium: Strategy of Market Positioning and Patent Protection in Pharmaceutical Industry Under the Shifting International Order In 2025 the U.S. government introduced the "Most Favored Nation" (MFN) drug pricing policy and has recently announced plans to substantially increase tariffs on imported generic medicines. At the same time, the threat of escalating geopolitical conflicts has further disrupted the global pharmaceutical supply chain. Together, these developments illustrate how rapidly evolving international conditions have created unprecedented challenges for the pharmaceutical industry. These impacts extend beyond innovative medicines to generic drugs, reshaping the U.S. market and influencing pharmaceutical companies' R&D investment decisions, patent strategies, manufacturing and supply chain planning, and global launch sequencing. Under the MFN policy, drug prices in OECD countries directly influence U.S. drug prices. As a result, multinational pharmaceutical companies may postpone or adjust new product launches in Europe and other markets, seek higher reimbursement prices from national healthcare systems, or rely on managed entry agreements (MEAs) and other pricing mechanisms to minimize the impact of ex-U.S. pricing on the U.S. market. Meanwhile, the global pharmaceutical industry has long depended on contract development and manufacturing organizations (CDMOs), active pharmaceutical ingredient (API) production, and generic drug supply chains concentrated in Asia and a limited number of manufacturing hubs. In the face of shifting geopolitical conditions, these highly integrated supply chains are increasingly vulnerable to fragmentation and restructuring. Changes in launch timing, market dynamics, and supply chain configuration not only affect patient access to medicines but also influence pharmaceutical companies' R&D incentives, investment priorities, and global patent portfolio strategies. These policies and geopolitical developments also have significant implications for Taiwan. Taiwan's National Health Insurance (NHI) drug pricing and reimbursement system directly affects the timing of new drug launches and shapes pharmaceutical companies' patent filing and commercialization strategies in the Taiwanese market. Rising tariff barriers further increase uncertainty for pharmaceutical exports, with potential consequences for the government's efforts to promote the CDMO sector and strengthen the international competitiveness of Taiwan's API and pharmaceutical manufacturing industries. Given Taiwan's relatively small pharmaceutical market and comparatively lower drug prices, the effects of the U.S. MFN policy may be even more pronounced. Delayed launches of innovative medicines could hinder the implementation of public health initiatives while reducing incentives for pharmaceutical companies to invest in commercialization and patent protection in Taiwan. At the same time, enhancing the resilience and competitiveness of Taiwan's generic drug industry and ensuring a stable domestic medicine supply have become increasingly important to safeguarding national healthcare. Against this backdrop, the organizers are honored to welcome distinguished experts from leading U.S. and European law firms with extensive experience in the pharmaceutical sector, including Finnegan and Hogan Lovells. The attorneys, who specialize in pharmaceutical commercialization, intellectual property, and patent portfolio management, will share their perspectives on how evolving international policies are reshaping the global pharmaceutical landscape. The program will also feature representatives from Taiwan's innovative and generic pharmaceutical industries, legal practitioners, members of the judiciary, and experts from academia and government.
